Samara Marion joined OIR Group in 2020.  She previously served as the policy director for the San Francisco Department of Police Accountability (DPA), a city agency that provides oversight of the San Francisco Police Department. During her two decades of work at DPA, she wrote and negotiated police procedures on a variety of topics including use of force, officer-involved shootings, bias-free policing, language access, domestic violence, juvenile policing, and children of arrested parents.  She also reviewed officer involved shootings, in-custody deaths and other serious incidents and drafted sustained reports and misconduct charges for administrative prosecution.
 

Before joining DPA, Samara was a Santa Cruz County public defender where she represented indigent clients at the trial and appellate level in juvenile, adult, and capital cases. She also taught at Santa Clara University School of Law and Stanford Law School.
 

Samara received her J.D. from University of California, Davis and a J.S.M from Stanford University.
