STEPHEN CONNOLLY

Stephen Connolly has been a Principal with OIR Group since 2001 and was an original member of the Los Angeles County Office of Independent Review. More recently, he served as the first Executive Director for the Orange County Office of Independent Review, which was formed in 2008 to monitor the third largest Sheriff's Department in California. 

 

Prior to his work with OIR, Steve worked in private practice and served as volunteer counsel to the Rampart Independent Review Panel, formed to assess the Los Angeles Police Department.  He has extensive experience in reviewing critical incidents and misconduct cases involving law enforcement, and has monitored some of the largest custody operations in the country.  He has worked on policy development and the enhancement of internal review systems with a variety of local departments.  He also teaches and speaks regularly on issues of oversight and police law.  

 

Steve graduated from the College of the Holy Cross and holds an M.A. from the University of California, Irvine.  He spent several years as a writing and literature instructor before obtaining a J.D. from Loyola Law School.
