OIR Group performed a detailed independent evaluation of the structure of the Bay Area Rapid Transit (BART) police oversight model.

Following a federal investigation into allegations of excessive force, OIR Group regularly audits force, bias-based policing complaints, vehicle pursuits, and misconduct complaints involving the Department.

CALIFORNIA DEPARTMENT OF CORRECTIONS AND REHABILITATION

​

The Federal District Court appointed OIR Group attorneys experts in litigation that resulted in a statewide remedial plan, in particular with regard to uses of force and the deficient investigations of those incidents. OIR Group consulted with the federal court judge, the Special Master, the parties, and other stake holders in the creation of an entity that monitors and provides quality control for internal CDCR investigations.
 

CARLSBAD (CA) POLICE DEPARTMENT

 

CLACKAMAS COUNTY SHERIFF'S OFFICE

OIR Group performed a broad-based review of  internal investigation and supervision policies and practices at the Sheriff's Office in the wake of the criminal prosecution of a Sheriff's Detective for failing to investigate sex and child abuse cases.

CHICAGO POLICE DEPARTMENT

DAVIS (CA) POLICE DEPARTMENT

​

The City of Davis, CA appointed OIR Group principal Michael Gennaco as its Independent Police Auditor to review the Police Department’s internal investigations, including officers' conduct during the city's annual Picnic Day celebration.

​

DENVER (CO) SHERIFF DEPARTMENT

​

OIR Group performed an independent review of the Denver Sheriff Department’s Internal Affairs function and its use of force policies, procedures, and past incidents.

​

EUREKA (CA) POLICE DEPARTMENT

​

The City of Eureka, CA appointed OIR Group as its Independent Police Auditor to review the Police Department’s internal investigations.

​

FULLERTON (CA) POLICE DEPARTMENT

​

The death of a mentally ill homeless man following a brutal encounter with Fullerton Police officers created a public outcry for an independent investigation of the circumstances behind that death. The City engaged OIR Group to complete an internal affairs investigation into the involved officers’ conduct.  OIR Group also performed a full systemic audit of the Department focusing on force policies, internal investigations of force, the imposition of discipline, and police leadership issues.

HERMOSA BEACH (CA) POLICE DEPARTMENT

​

​OIR Group conducted an independent review of the internal investigation functions of the Hermosa Beach Police Department.  The City of Hermosa Beach later requested that OIR Group review the Police Department’s progress on the recommendations made in the original report.

 

HILLSBORO (OR) POLICE DEPARTMENT

HUMBOLDT STATE UNIVERSITY (CA) POLICE

​

OIR Group conducted an investigation into allegations of misconduct by the Chief of the Humboldt State University Police Department raised by the Officers' Union.  This report provides the outcome of that investigation.

​

INGLEWOOD (CA) POLICE DEPARTMENT

​

OIR Group audited the Department’s internal investigations and review of 10 officer-involved shootings. The report prepared for the City is confidential and not publicly available.

​

IOWA CITY (IA) POLICE DEPARTMENT

​

Iowa City's City Council commissioned OIR Group to do an independent investigation of the police response to a recent Black Lives Matter demonstration, including an evaluation of the use of tear gas and flash bang munitions by law enforcement and recommendations for the future.

KALAMAZOO (MI) DEPARTMENT OF PUBLIC SAFETY

KING COUNTY (WA)

​

King County’s Office of Law Enforcement Oversight commissioned OIR Group to analyse investigative and administrative review mechanisms in the King County Sheriff's Office following officer-involved shootings.

​

LAS CRUCES (NM)

OIR Group has served as the City of Las Cruces’ Independent Police Auditor since 2020.  In this capacity, OIR Group reviews all closed internal investigations, including critical incidents, complaints from member of the public, and closed civil claims involving members of the Las Cruces Police Department.

 

LOMPOC (CA)

​

The Chief of the Lompoc Police Department initiated a review by OIR Group in an effort to identify potential areas for improvement in his agency's internal investigative and review processes.

​

LOS ANGELES COUNTY PROBATION DEPARTMENT

​

The Los Angeles County Board of Supervisors tasked OIR Group with conducting an audit into internal investigations and review of force and other allegations of misconduct involving members of the Probation Department. The Board then contracted with OIR Group attorneys to provide ongoing oversight of the Department.

LOS ANGELES COUNTY SHERIFF'S DEPARTMENT

​

From 2001 through June 2014, attorneys with the OIR Group contracted with the Board of Supervisors of Los Angeles County to provide independent civilian oversight for all significant force incidents, officer-involved shootings, and internal affairs and internal criminal investigations functions within one of the largest law enforcement agencies in the nation. 

 

MADISON (WI) POLICE DEPARTMENT

The City of Madison commissioned OIR Group to do a comprehensive study of its Police Department, including all operational areas and external community relations. ​

​

OAKLAND (CA) POLICE DEPARTMENT

​

OIR Group performed an extensive audit into unfinished Internal Affairs investigations discovered by and in consultation with federal monitors.  OIR Group also reviewed and evaluated the Department’s investigation of a high profile and politically controversial serial rape investigation and has conducted several internal investigations into allegations of misconduct by high-ranking police executives. Some reports prepared for the City during the course of our work there are confidential.

OXNARD (CA) POLICE DEPARTMENT

​

OIR Group conducted a detailed independent audit of a police shooting following a vehicle pursuit, resulting in the death of one suspect, the wounding of a second suspect and the death of an uninvolved bystander.

PALO ALTO (CA) POLICE DEPARTMENT

​

OIR Group has served as the City of Palo Alto’s Independent Police Auditor (IPA) since 2006, auditing and evaluating all internal investigations of misconduct, force investigations, and citizen complaints involving the Police Department.  

 

PASADENA (CA) POLICE DEPARTMENT

​

OIR Group performed reviews of three controversial, high profile fatal shootings by Pasadena Police officers. 

​

PORTLAND (OR) POLICE BUREAU

​

The City of Portland engaged OIR Group to conduct a study of Police Bureau culture and make constructive recommendations relative to the community's perception of racial bias, political bias, and resistance to change.

 

The City of Portland selected OIR Group to audit the investigation and internal evaluation processes of the Police Bureau following the death of a mentally ill man shortly after he was taken into custody.  The City subsequently engaged OIR Group to review additional officer-involved shootings, in-custody deaths, and other critical incidents.

OIR Group conducted an in-depth evaluation of deputy-involved shootings and force incidents in the jail and in the field in a three-year period. More recently, OIR Group reviewed and analyzed current jail policies and procedures, crafting recommendations designed to ensure that policies are consistent with best practices.
